The Dragon Scale is an evolution item in Pokémon GO with one use: it evolves 
Seadra into the Water and Dragon type 
Kingdra. The evolution costs one Dragon Scale plus 100 Candy.
It's one of the five standard evolution items, alongside the 
Sun Stone, 
King's Rock, 
Metal Coat, and 
Upgrade. All five can drop from PokéStop spins.

- Open your Seadra.
- Check that you have 100 Candy. The Evolve button shows a Dragon Scale icon.
