Why is the evolve button disabled during a full moon?

First confirm that the selected Pokémon is Ursaring, not Teddiursa, and that you have at least 100 Teddiursa Candy. The Pokémon GO map must also be in its local nighttime state, and the evolution panel must show the full-moon requirement as satisfied.

If the button is still disabled, close and reopen the Pokémon summary, restart the app, confirm that your device uses automatic date and time, and check your connection. Changing the device clock will not force the server-controlled window. If the requirement still is not satisfied, wait and try again later.

Is the full moon at the same time everywhere?

Can I evolve Ursaring into Bloodmoon Ursaluna?

No. Evolving Ursaring during a full moon produces standard Ursaluna. Bloodmoon Ursaluna is a separate form and cannot be selected by evolving Ursaring, even during a so-called blood moon or while Moongeist Beam is active. Its availability depends on a separate Pokémon GO release or event.
