HMs (Hidden Machines) teach moves that also work outside battle, like Cut for clearing small trees and Surf for crossing water.

Which badge do you need to use each HM in Emerald?
To use an HM outside battle: Stone Badge for Cut, Knuckle Badge for Flash, Dynamo Badge for Rock Smash, Heat Badge for Strength, Balance Badge for Surf, Feather Badge for Fly, Mind Badge for Dive and Rain Badge for Waterfall. In battle, any Pokémon that knows the move can use it, badge or not.
How do you delete an HM move?
Leveling up and TMs can’t replace an HM move, but the Move Deleter can make a Pokémon forget any move, including HMs. You’ll find the Move Deleter in Lilycove City, in the house east of the Department Store.
Which Pokémon can learn the most HMs?
Mew learns all eight. Dragonite learns seven.
What’s a good HM helper in Emerald?
Two Pokémon can carry all eight HMs between them, for example Blastoise and Tropius. The helper finder above shows more options for your version and starter.
Why are Surf, Dive and Waterfall special moves in Emerald?
Before Diamond and Pearl, a move’s type decided whether it was physical or special, and every Water-type move was special. So Surf, Dive and Waterfall use Special Attack in Emerald, even though Dive and Waterfall are physical in later games.
