To use an HM outside battle: Stone Badge for Cut, Knuckle Badge for Flash, Dynamo Badge for Rock Smash, Heat Badge for Strength, Balance Badge for Surf, Feather Badge for Fly, Mind Badge for Dive and Rain Badge for Waterfall. In battle, any Pokémon that knows the move can use it, badge or not.

How do you delete an HM move?

Leveling up and TMs can’t replace an HM move, but the Move Deleter can make a Pokémon forget any move, including HMs. You’ll find the Move Deleter in Lilycove City, in the house east of the Department Store.

What’s a good HM helper in Ruby and Sapphire?

Why are Surf, Dive and Waterfall special moves in Ruby and Sapphire?

Before Diamond and Pearl, a move’s type decided whether it was physical or special, and every Water-type move was special. So Surf, Dive and Waterfall use Special Attack in Ruby and Sapphire, even though Dive and Waterfall are physical in later games.
