Powerhouse Pokémon Mass Outbreaks are appearing in Pokémon Scarlet and Violet. These Pokémon will have increased chances of having the Charismatic Mark, which gives "the Radiant" title.
The Mass Outbreaks are a part of a bigger event where a Normal–Tera Type 
Dragonite with the Mightiest Mark is appearing in 7-star Tera Raid Battles alongside these Mass Outbreaks
