Effect
Used in battle: Attempts to catch a wild Pokémon. If the wild Pokémon is Water- or Bug-type, this ball has a catch rate of 3×. Otherwise, it has a catch rate of 1×. A Trainer deflects it; this uses the turn but does not consume the Ball in Diamond and Pearl.
Where to Find
Location details

A man in a house on Route 222 also gives you one for showing him a Remoraid bigger than his record, and the Pokémon News Press in Solaceon Town hands them out as rewards.
