Girafarig is in the grassy areas just outside of Porto Marinada on the west coast of Paldea.
For the most efficient hunting, eat a level three psychic sparkling and encounter power sandwich and have the Shiny Charm.
Evolution
To evolve Girafarig into 
Farigiraf, teach it Twin Beam when it reaches level 32.
