To access the Rayquaza ex promo card, as well as the other cards from Promo Pack A Series Vol. 7, you must win solo battles in the Rayquaza ex Drop Event.
The drop rates for the promo cards are as follows.

There are four difficulty levels with different challenges to complete for each one. You unlock the next difficulty level by winning matches in the prior one.
